Current State and Tasks of Supported Employment in Korea

Abstract
The supported employment system, which has been firmly established as the most effective model of integrated employment for the severely disabled in the United States and Western Europe, is based on the principle of prior placement (employment) and post-training. However, supported employment in Korea has barely been able to maintain a system of training, rather than employment, despite 30 years having passed since it was introduced. For this reason, to solve the employment problem of people with developmental disabilities through the supported employment system, the supported employment systems of the United States and Korea are compared, and the problems with supported employment in Korea are identified in an effort to search a plan for the establishment of an improved supported employment system. While the U.S. supported employment system has expanded the realm of independent living by reducing the dependence on the social security system and achieving financial independence for the disabled at the same time, attaining the value of social cohesion, Korea's supported employment system has been transformed due to a lack of understanding of the fundamental concepts from its introduction, and the program has continued at the level of on-the-job training until now, while the employment of people with developmental disabilities remains sluggish. Moving forward, it will be necessary to properly understand the basic concept of the supported employment system and make efforts to implement it to fulfill its principles. Tasks that must be solved in the future include faithfully revising the various employment-related laws and implementation regulations to reflect the concept and principles, cultivating high-quality experts to establish an employment support system by an expert group, accumulating success cases and promoting them to business owners, and establishing an appropriate support system for business owners. Finally, it is suggested to develop the ¡®severely disabled internship model¡¯ as an alternative among various factors, concluding that it is required to develop a Korean-style supported employment model to support employers in the current situation.
